So, as can be seen, only Q1 has very strange results for the Base-Emitter and Base-Collector voltages. the other two transistors are (more or less) as expected. However, as they were tested in the PCB, so these results would be expected to be a bit odd. However, it could be worth replacing Q1. Especially as Q1 and Q2 are related to the short circuit protection. In addition, it could be worth upgrading the A966 to a BD140 (as specified in the schematics).
